Insure the Uninsured

MLC Voyager | Egypt Without Disease for Healthcare Foundation

“Insure the Uninsured” is a community-based healthcare access initiative implemented by Egypt Without Disease Foundation across 11 governorates in Egypt. It provides free or subsidized medical services—including maternal care, primary healthcare, chronic disease management, NICU, and dialysis—to uninsured families, informal workers, and vulnerable populations through a health card system and government collaboration. The innovation bridges gaps in Egypt’s journey toward universal health coverage by transforming episodic charity into structured, continuous care.

450,000 Lives Impacted

“Insure the Uninsured” is eliminating financial and systemic barriers to offer healthcare. Since its launch, the initiative has directly impacted over 450,000 individuals across 11 governorates.

Direct impact includes a 85% recovery rate among neonates, 20,501 beneficiaries for each mobile clinic in 2024 alone. Through its dialysis centers, Egypt Without Disease (EWD) provides life-sustaining dialysis services completely free of charge to 894 annually of uninsured patients suffering from end-stage renal disease (ESRD). Each patient gains (YLG) 5.7 additional years of life compared to those without access to dialysis.

By absorbing out-of-pocket costs, the model protects against medical debt and promotes timely intervention. Its community-led approach, supported by 3,000+ volunteers and 26 grassroots partners, ensures localized trust and accountability.

The innovation’s most significant milestone is the creation of a closed-loop care cycle—from screening and diagnosis to treatment, referral, follow-up, and patient education in each location. This integrated model not only saves lives, but empowers communities to manage their own health. With 12 new medical projects underway, 2 mobile clinics and plans to expand to 3 additional governorates, EWD is on track to double its impact and establish a scalable path to universal health coverage.

The Innovation

“Insure the Uninsured” is a community-based health access model by Egypt Without Disease Foundation (EWD) that bridges Egypt’s healthcare gap for uninsured populations. Implemented across 11 governorates, the innovation leverages a network of clinics, NICUs, dialysis units, and mobile clinics to deliver free or subsidized services through a health card system. This initiative reaches informal workers, low-income families, people with disabilities, and rural populations excluded from national coverage.

What sets this innovation apart is its integrated, end-to-end, Cycle of Care—patients move from community-based screening, to diagnosis, to treatment or referral, with continuous follow-up and awareness. Integrated Care Delivery (ICD) across EWD’s extensive infrastructure of clinics, NICUs, dialysis units, and mobile medical convoys is delivered efficiently.

EWD’s “From hand to hand until home” approach ensures no one falls through the cracks. Each patient is tracked throughout the full journey of care, via digital health records and a network of community advisory boards. The model not only addresses immediate health needs, but also builds long-term equity by embedding education, preventive care, and locally governed health planning into service delivery. With over 450,000 people reached, and a target of 1 million lives within the next 18 months, “Insure the Uninsured” is scaling sustainably while offering a replicable model for universal health access.
